తెలంగాణలో పనిచేస్తున్న ఉద్యోగులు, అధికారులు ఆంధ్రప్రదేశ్‌కు శాశ్వత బదిలీపై వెళ్లేందుకు అనుమతిస్తూ తెలంగాణ ప్రభుత్వం సోమవారం ఉత్తర్వులు జారీచేసింది. ఇక్కడి ఉద్యోగులను బదిలీపై ఏపీ ప్రభుత్వం తీసుకెళ్లేందుకు తమకు ఎలాంటి అభ్యంతరం లేదని అక్కడి సర్కారుకు తెలియజేసినట్లు ఉత్తర్వుల్లో పేర్కొంది.
క్షమశిక్షణ చర్యలు, విజిలెన్స్‌ కేసులు
పెండింగులో ఉన్నవారికి మాత్రం ఈ అవకాశం ఉండదని స్పష్టం చేసింది. శాశ్వత బదిలీల
కోసం పాటించాల్సిన నిబంధనలపై ఆదేశాలు జారీచేసింది. సచివాలయంతో పాటు అన్ని శాఖల
కార్యదర్శులు దీనిని అమలు చేయాలంది. ఉద్యోగులు బదిలీకోసం వచ్చేనెల 15లోగా ధరఖాస్తులు చేసుకోవాలంది.
రాష్ట్ర విభజన అనంతరం తెలంగాణలోని పలువురు ఉద్యోగులు, అధికారులు ఏపీకి వెళ్లేందుకు తమను అనుమతించాలని తెలంగాణ ప్రభుత్వాన్ని కోరుతున్నారు. మొదట్లో డిప్యుటేషన్‌, అంతరరాష్ట్ర బదిలీల కింద కొందరిని ఏపీ ప్రభుత్వం అనుమతించింది. తాజాగా సీఎం కేసీఆర్‌ అధ్యక్షతన జరిగిన సమావేశంలో ఈ అంశంపై చర్చించి, వారి శాశ్వత బదిలీకి ఆమోదం తెలిపారు. తదనుగుణంగా తాజాగా ప్రభుత్వ ప్రధాన కార్యదర్శి సోమేశ్‌కుమార్‌ ఉత్తర్వులు ఇచ్చారు.
గతంలో తెలంగాణలో పదవీ విరమణ వయస్సు 58 ఏళ్లుండగా ఏపీకి బదిలీ కోరుతూ ఉద్యోగుల నుంచి ఎక్కువ దరఖాస్తులు వచ్చాయి. తాజాగా అది ఇక్కడ 61 సంవత్సరాలకు పెరిగింది. ఈ నేపథ్యంలో ఎంతమంది ఉద్యోగులు శాశ్వత బదిలీలకు ముందుకొస్తారో చూసి వారిని అనుమతించే వీలున్నట్లు ప్రభుత్వవర్గాలు తెలిపాయి.
ఇవీ నిబంధనలు..
ఏపీ రాష్ట్రానికి వెళ్లాలనుకునే ఉద్యోగులు తమ శాఖల్లో వచ్చే నెల 15వ తేదీలోగా శాఖాధిపతులకు దరఖాస్తు చేసుకోవాలి. వాటిని శాఖాధిపతులు ప్రభుత్వం దృష్టికి తేవాలి.
* సంబంధిత శాఖాధిపతి సిఫారసుతో ఉద్యోగి పనిచేసే శాఖ కార్యదర్శి ఏపీ ప్రభుత్వానికి నిరభ్యంతర పత్రం పంపించాలి.
* ఏపీ సర్కారు అనుమతి లభించిన ఉద్యోగులను వెంటనే సంబంధిత శాఖాధిపతి రిలీవ్‌ చేయాలి. ఈ సమాచారాన్ని సర్వీసు రిజిస్టర్‌లో నమోదు చేయాలి.
* రిలీవ్‌ అయినవారు శాశ్వతంగా బదిలీ అయినట్లే పరిగణిస్తారు. మళ్లీ వెనక్కి వచ్చేందుకు అవకాశం ఉండదు.
* బదిలీపై వెళ్లేవారికి
ప్రయాణ, కరవు భత్యాలు (టీఏ, డీఏలు)
ఉండవు.
1.Some employees deemed allotted /
allotted to the Successor State of Telangana wants to go to Andhra Pradesh on
permanent basis.
2. After careful consideration of the
matter, it is decided to convey State Government's No Objection to Government
of Andhra Pradesh in respect of such officers who are willing to go to Andhra
Pradesh on permanent basis. The following procedure shall be followed in this
regard:
a) Employee concerned shall apply to
his/her Head of the Department on or before 15/10/2021.
b) The Head of the Department shall
recommend all such applications to Government where no disciplinary
action/vigilance matter are pending against the employee.
c) The Secretary concerned shall issue
NOC to the Government of AP on the basis of recommendation of HOD.
d) On receipt of the acceptance/consent
from the Government of Andhra Pradesh, the employee shall be relieved by the
HOD concerned, duly making an entry in the Service Register.
e) Once relieved, the transfer shall be
permanent and the employee shall not be taken back under any circumstances.
f) The employee shall not be entitled
for any TA & DA.
3. All the Departments of Secretariat /
Heads of Departments are requested to follow the instructions scrupulously.
