ఉద్యోగ సంఘాల నేతలతో మంత్రుల కమిటీ చర్చలు కొనసాగుతుండగా మరోవైపు ప్రభుత్వం గనులశాఖలో ఎస్మా ఉత్తర్వులు జారీ చేసింది. ఉద్యోగులు సమ్మెకు వెళ్తే ఎస్మా చట్టం ప్రయోగిస్తామని గనులశాఖ డైరెక్టర్ వెంకట్‌రెడ్డి ఉత్తర్వులు జారీ చేయడంపై ఆశాఖ ఉద్యోగులు విస్మయం వ్యక్తం చేస్తున్నారు. చర్చల సమయంలో ఎస్మా ఉత్తర్వులు సరికాదని ఉద్యోగ సంఘాల నేతలు పేర్కొన్నారు. గనులశాఖలో అత్యవసర సేవలు ఏమి ఉంటాయని ఉద్యోగులు ప్రశ్నిస్తున్నారు. చర్చల సమయంలో ఇలాంటి ఉత్తర్వులు సరికాదని ఆగ్రహం వ్యక్తం చేశారు.
ఇదిలా ఉండగా.. ఉద్యోగ సంఘాల నేతలు, మంత్రుల
కమిటీ ఇవాళ మధ్యాహ్నం మరో మారు సమావేశమైంది. హెచ్‌ఆర్‌ఏ స్లాబ్‌లు, ఐఆర్‌ రికవరీ, ఇతర అంశాలపై చర్చించనున్నారు.

The Govt. of Andhra Pradesh vide
reference 1st cited (copy enclosed), introduced the Andhra Pradesh Essential
Services and Maintenance Act, 1971 to provide for the maintenance of certain
essential services and the normal life of the community in the State of Andhra
Pradesh.
Further, it has come to notice that the
Employee Associations have served a notice, threatening that the members
thereof would be going on an indefinite strike from midnight of the 6th
February 2022.
Further, the Andhra Pradesh Mining
Subordinate Service and Andhra Pradesh Ministerial Service have been declared
as one of the Essential Services under the provisions of the Andhra Pradesh
Essential Services and Maintenance Act, 1971 (Andhra Pradesh Act 20 of 1971) by
notification vide reference 2nd cited (copy enclosed).
In this regard, the Government is of the
opinion that any strike by the members belonging to the said Essential Services
would result in infliction of grave hardship on the community. Further a format
has been communicated to monitor the attendance of all the employees on the pay
rolls (copy enclosed).
In view of the above, as per sub-section
(1) of section 3 of the Andhra Pradesh Essential Services and Maintenance Act,
1971 (Andhra Pradesh Act 20 of 1971), it is hereby prohibited strikes in the
Andhra Pradesh Mining Subordinate Service and Andhra Pradesh Ministerial
Service of Mines and Geology Department with immediate effect. All the officers
and staff shall attend their regular duties as usual, failing which necessary
action will be initiated against the concerned under Andhra Pradesh Essential
Services and Maintenance Act, 1971 and AP CCA Rules, 1991.
