సర్దుబాటు విధి
విధానాలు ఇవే
1. ఏ కేటగిరీ
ఉద్యోగుల ఖాళీలో అదే కేటగిరీ ఉద్యోగితోనే సర్దుబాటు.
2. జిల్లా
ప్రాతిపదిక జిల్లాల పరిధిలోనే సర్దుబాటు.
3. ఎక్కువ
మంది సిబ్బంది ఉన్న సచివాలయాల నుంచి తక్కువ సంఖ్యలో ఉద్యోగులు ఉన్న సచివాలయాలకే బదిలీ.
4. ఎక్కడైనా
భార్య,
భర్త వేర్వేరు సచివాలయాల్లో పనిచేస్తుంటే, వారి అభ్యర్థన మేరకు ఇరువురికీ ఒకే చోటకు బదిలీకి అవకాశం
కల్పిస్తారు. వీరికి ఒక జిల్లా నుంచి మరొక జిల్లాకు కూడా అవకాశం కల్పిస్తారు.
5. గ్రామ
సచివాలయాల్లో నాలుగు కేటగిరీల ఉద్యోగులు, వార్డు
సచివాలయాల్లో మూడు కేటగిరీ ఉద్యోగులకు మాత్రమే పరిమితమై ఈ సర్దుబాటు ఉంటుంది.
6. గ్రామ
సచివాలయాల్లో నాలుగు కేటగిరీల్లో.. మొదట ప్రాధాన్యతగా గ్రామ వెల్ఫేర్ ఎడ్యుకేషన్
అసిస్టెంట్లతో సర్దుబాటు ప్రక్రియ సాగుతుంది. అప్పటికీ సర్దుబాటు చేయాల్సిన
సచివాలయాలు మిగిలితే రెండో ప్రాధాన్యతగా గ్రామ మహిళా సంరక్షణ కార్యదర్శి (మహిళా
పోలీసు)తో సర్దుబాటు చేస్తారు. మూడో ప్రాధాన్యతలో డిజిటల్ అసిస్టెంట్లు, అప్పటికీ మిగిలిపోతే నాలుగో ప్రాధాన్యతగా పంచాయతీ
కార్యదర్శి విభాగాలు ఉంటాయి. ఇలా ప్రాధాన్యతల వారీగా సర్దుబాటు చేస్తారు.
7. వార్డు
సచివాలయాల్లో మొదటి ప్రాధాన్యతగా వార్డు వెల్ఫేర్ అండ్ డెవలప్మెంట్ సెక్రటరీ, రెండో ప్రాధాన్యతలో మహిళా పోలీసు, మూడో ప్రాధాన్యతగా వార్డు ఎడ్యుకేషన్ అండ్ డేటా ప్రాసెసింగ్
సెక్రటరీ విభాగాలు ఉన్నాయి.
8. ఉద్యోగులతో
నేరుగా కౌన్సెలింగ్ ద్వారా ఈ సర్దుబాటు ప్రక్రియ చేపడతారు.

ORDER
The Government of Andhra Pradesh has
introduced the concept of NAVARATNALU as the core theme of governance in order
to revamp the delivery systems of Government services with an aim to improve
the living standards of the people. To achieve this objective, the Government
of Andhra Pradesh had established a system of Village / Ward Secretariats
consisting of required functional assistants to strengthen Gram Panchayats and
Wards in the G.Os 15& 2 read above and recruited the functionaries during
2019 and 2020. These functionaries work in secretariats for delivery of
services, schemes to the citizens.
2. In the G.0.4h read above, Government
have issued certain guidelines including timelines for effecting transfers of
employees in Village & Ward Secretariats on request basis.
3. In the reference 5'h read above, the
Director, GSWS, Vijayawada has requested that in order to ensure uniformity in
the number of functionaries working in each secretariat, District Collectors of
erstwhile districts may be permitted to rationalize functionaries by relaxing
the ban on transfers vide G.O.Ms.No.71, Fin (HR.IPLG & PLG&POLICY) Dept
Dt.17.05.2023, for time being till the time all the posts are filled up.
4. After careful examination of the request of the Director, GSWS,Vijayawada, Government hereby permit the District Collectors of erstwhile Districts to rationalize the functionaries in Village / Ward Secretariats by relaxing the ban on transfers vide G.0.Ms.No.71, Fin (HR.IPLG&PLG&POLICY) Dept., Dt:17.05.2023,for time being till the posts are, filled up.Rationalization exercise is to be carried out by the Collectors of erstwhile Districts in consultation with the Collectors of New Districts. The Procedure for Rationalization of Functionaries in Village / Ward Secretariats is annexed to this Order.
5. Government also permits to transfer
on Spouse grounds (Both Inter-District and intra District).
6. The Director, GSWS, Vijayawada and
all the District Collectors in the State shall take necessary action to effect
transfers as per the guidelines enclosed in the annexure.
7. This order issues with the
concurrence of the Finance Department vide their
U.O.No.2333195/HROPDPP(TRPO)/19/2024/HR.I, Dt:25.01.2024.
