Sub:- School Education – ESTT-7 –Maintenance of APTET qualification particulars in seniority lists/records of in-service SA's and SGT's – Certain Instructions - Issued.

Ref:- 1. RTE Act, 2009.

2. NCTE Notification dated:23.08.2010 issued under Section 23(1) of the RTE Act, 2009.

3. NCTE Regulations, 2014.

4. NCTE-Legal011/105/2023-Legal Section-HQ/121376, dated:11.09.2023.

5. G.O.Ms.No.36, School Education (Ser.I) Department, dated:23.10.2025.

6. Certain representations received from teachers

7. Rc.No.1/Spl/A3/2026, Dated:10.04.2026 of the District Educational Officer, Ananthapur.

8. Rc.No.1076/A5/2026, Dated:17.04.2026 of the district Educational officer, Krishna.

The attention of all the District Educational Officers in the state are invited to the reference 6th to 8th cited, wherein certain representations from teachers and proposals from District Educational Officers were received requesting to treat TET qualification as mandatory for promotion from the post of School Assistant and Grade-II Headmaster.

2. In the connection, they are informed that under the provisions of the RTE Act, 2009, NCTE Notification dated:23.08.2010 and NCTE Regulations, 2014, passing the Teacher Eligibility Test (TET) forms part of the minimum qualifications prescribed for teachers handling Classes I to VIII.

3. Further, they are inform that the NCTE vide clarification dated:11.09.2023 has clarified that the relevant minimum qualifications prescribed under NCTE Regulations are applicable for consideration of teachers for promotion from one level to the next level and that the said provisions are applicable in cases of promotion of teachers of Classes I to VIII irrespective of their dates of original appointment.

4. Further, Government vide G.O.Ms.No.36, School Education (Ser.I) Department, dated:23.10.2025, issued guidelines relating to APTET for in-service teachers.

5. Therefore, all the District Educational Officers in the State are requested to add following columns in the seniority lists of in-service School Assistants and Secondary Grade Teachers:

I. APTET marks

II. APTET/CTET Qualfied or not

III. APTET Paper qualified (Paper 1A/1B/2A/2B) or CTET

IV. For Paper II Subject (Mathemathices&Science/ Social Studies/ Languages)

V. Medium

6. In this regard, all the District Educational Officers in the state are requested to ensure proper maintenance and updation of the above particulars in respect of all in-service teachers for taking necessary action in the matter.

This should be treated as most urgent.
